Clean Slate E3 Scholarship Program

Program Information:  The Housing Authority of the City of Pittsburgh (HACP) is committed to improving the lives of its residents through education. To this end, we have created a youth scholarship program administered through the Authority’s non-profit foundation Clean Slate E3.

Students are eligible to receive scholarship installments, in the amount of $1,000, once a year for a period of up to four years. Complete applications for first-time applicants and scholarship renewals are due to the Housing Authority by the last day of June of each year. Qualified applicants are notified of their acceptance in July and first-time recipients are asked to attend the July HACP Board of Commissioners meeting for formal recognition. The scholarships are distributed in full at the onset of the fall semester each year.

The number of scholarships disbursed each year is determined by available funding. The Housing Authority of the City of Pittsburgh relies upon the support of community-minded organizations and business to provide financial support for the Clean Slate E3 program. HACP hosts various fundraisers throughout the year, including an annual Golf Outing, to generate funding to help sustain Clean Slate E3. Contributions are also accepted throughout the year.

How to Apply:  HACP is currently offering annual scholarships in the amount of $1,000 to qualified public housing residents. The program is limited to residents of Low-Income Public Housing or residents of the Section 8/ Housing Choice Voucher Program. Additional requirements of the Clean Slate E3 Scholarship Program include: ·

  • A cumulative GPA of at least 2.5 for graduating high school seniors; and a cumulative GPA of at least 2.5 for college students applying for annual scholarship renewal;
  • Proof of full-time enrollment status in an accredited college, university, community college or an accredited trade or technical; and,
  • For first-time applicants, a formal letter of acceptance.

Applicants are required to provide the HACP with copies of a variety of documents, including a complete high school transcript, formal letters of recommendation, and the letter of acceptance. Returning applicants must provide their most recent transcript and their schedule for the upcoming year of school.
