Scholarship Programs

The Housing Authority of the City of Pittsburgh (HACP) and its partners currently offer two distinct scholarship programs for public housing residents pursuing post-secondary education. HACP residents may apply for both programs but cannot receive funding from both programs. Details about each program are provided below and application packages may be downloaded from the menu on the right of this page. 

Due to funding limitations, both scholarship programs are currently at maximum capacity and will not be accepting applications for 2017.

Clean Slate E3 Scholarship Program

Program Information: The Housing Authority of the City of Pittsburgh (HACP) is committed to improving the lives of its residents through education. To this end, we have created a youth scholarship program administered through the Authority's non-profit foundation Clean Slate E3.

Students are eligible to receive scholarship installments, in the amount of $1,500, for a period of up to four years or a maximum allocation of $6,000. 

The number of scholarships disbursed each year is determined by available funding. Clean Slate E3 relies upon the support of community-minded organizations and business to provide financial support for the Clean Slate E3 program. Clean Slate E3 hosts various fundraisers throughout the year, including an annual Golf Outing, to generate funding to help sustain Clean Slate E3. Contributions are also accepted throughout the year.

Program Requirements: Clean Slate E3 is currently offering annual scholarships in the amount of $1,500 to qualified public housing residents. The program is limited to residents of Low-Income Public Housing or residents of the Section 8/ Housing Choice Voucher Program. Additional requirements of the Clean Slate E3 Scholarship Program include:

  • A cumulative GPA of at least 2.5 for graduating high school seniors; and a cumulative GPA of at least 2.5 for college students applying for annual scholarship renewal; 
  • Proof of full-time enrollment status in an accredited college, university, community college or an accredited trade or technical; and, for first-time applicants, a formal letter of acceptance.
  • Applicants are required to provide the HACP with copies of a variety of documents, including a complete high school transcript, formal letters of recommendation, and the letter of acceptance. Returning applicants must provide their most recent transcript and their schedule for the upcoming year of school.

Pepsi/ Clean Slate E3 Exemplary Citizen Scholarship Program

Program Information: Clean Slate E3, the non-profit affiliate of the Housing Authority of the City of Pittsburgh (HACP), and the Pepsi Beverages Group are committed to improving the lives of promising young public housing residents through education.

Clean Slate E3 and the Pepsi Beverages Group are currently offering annual scholarships in the amount of $5,000 to qualified HACP residents who have demonstrated a record of academic excellence and community service and are preparing to begin a college career in engineering, business or a business-related field.  The program is limited to residents of the Housing Authority of the City of Pittsburgh, Low-Income Public Housing or residents of the Housing Choice Voucher Program (Section 8).

Program Requirements: Students majoring in business or a business-related field will be given preference during the selection process.  Eligibility requirements for the Clean Slate E3/ Pepsi Beverages Group Exemplary Citizen Scholarship Program include the following:

  • Graduating high school senior (for first-time applicants);
  • Housing Authority of the City of Pittsburgh resident (Low-Income Public Housing or Housing Choice Voucher Program/ Section 8);
  • A cumulative GPA of at least 2.5 for graduating high school seniors; and a cumulative GPA of at least 2.5 for college students applying for annual scholarship renewal;
  • A record of exemplary community/ civic service or volunteer activity verified by a formal recommendation letter from the organization or community served;
  • An essay regarding your experiences as a student or volunteer and/or your career and educational aspirations. Essay should be approximately 500 words.  

Clean Slate E3 relies upon the support of community-minded organizations and business to provide financial support for the Clean Slate E3 program. The Exemplary Citizen Scholarship Program is funded exclusively by an annual contribution provided by the Pepsi Beverages Group.
