Privately Managed Affordable Housing Options in Pittsburgh The following privately operated communities offer assisted housing apartments for which you may be eligible. These communities offer assistance with funds provided in part by the HACP, but are not operated by the HACP. You may make a separate application directly to these communities. HACP does not have applications for the privately operated properties. A brief description of each location, and contact information, is included below. Additional affordable housing options, unaffiliated with HACP, exist in Pittsburgh, Allegheny County, and across the country. Privately Managed Communities Include: - Garfield Commons is a newly constructed mixed-income community located in the heart of Garfield. There are currently 90 single-family and townhouse units completed with another 45 units to be available summer 2010. The community consists of low-income, moderate and market rate 2-5 bedroom units. There are also 10 accessible units available with six more scheduled to be available summer 2010. The unit amities include wall-to-wall carpeting, central heating and cooling, dishwashers, and washers and dryers. Garfield Commons also has a 6,000 square foot community center that will soon feature a computer lab and fitness room. The community is conveniently located minutes away from East Liberty Shopping District, Children's Hospital and the artistic Garfield/Lawrenceville main streets.
- Bedford Hill is a family community offering a mix of low-income rental units, market rate rental units and for sale units in a newly revitalized section of the Hill District. Bedford Hill was designed with the intent of helping to re-incorporate a mixture of the same diverse levels of income that existed during the heyday of the Hill into the HACP resident population. Bedford Hill includes a total of 74 public housing units, including five completed accessible units: one 1-BR, one 2-BR, two 3-BR, one 4-BR.
- Oak Hill represents some of the most desirable mixed-income housing in all of Pittsburgh. It features attractive, modern townhouses and a central location that is convenient to Downtown and Oakland. The 647-unit mixed-income community exemplifies the dramatic transformation in affordable housing that the HACP is striving to accomplish. Oak Hill includes a total of 430 public housing units, including the following accessible units: eleven 1-BR, and seven 2-BR.
- Manchester is a mixed-income family community comprised of LIPH rental units in addition to for-sale units. Manchester is located in a historic section of the North Side and the townhouse style homes located there were designed to maintain the neighborhood’s original characteristics. Manchester includes a total of 92 public housing units, including the following accessible units: one 2-BR, one 3-BR, and one 4-BR.
- New Pennley Place is conveniently located in the East Liberty neighborhood. It provides residents with easy access to shopping, schools and transportation. It is a beautiful community consisting of newly constructed single-family houses, town houses, and a newly remodeled mid-rise apartment building. New Pennley place offers many amenities, including wall-to-wall carpeting, central air conditioning, fully equipped kitchens with dishwashers and garbage disposals, and laundry facilities in each unit. New Pennley Place includes 39 public housing units, including the following accessible units, which are expected to be completed in 2008: one 1-BR, two 2-BR.
- Christopher A. Smith Terrace is a 36-unit senior citizen community (for ages 62 and up) located in the Hill District. The facility features 24-hour security, easy access to public transportation, free shuttle service to the grocery store and a number of social services. Christopher A. Smith Terrace includes 36 one-bedroom apartments, including the following accessible units, which will be complete in 2008: two 1-BR.
- The Commons at North Aiken is a 76-unit, supportive care facility available to persons age 62 and older. The facility is located in Garfield in close proximity to East Liberty, Shadyside and the East End. North Aiken offers 62 newly constructed one-bedroom apartments and 14 two-bedroom cottages designed to serve a more physically independent senior citizen population. The facility offers a number of apartment units that are fully accessible for persons with disabilities, while the remaining units are fully adaptable. The Commons at North Aiken includes 62 public housing units, including the following accessible units, which are scheduled to be completed in 2007: seven 1-BR.
- Silver Lake Commons is a newly constructed three-story mid-rise community that is available for low-income senior citizens, age 62 and older. Ten percent of Silver Lake's 75 apartment units are fully equipped as handicapped-accessible, and the remaining units are fully handicap adaptable. Silver Lake Commons offers a broad range of enriched services and programs. These programs are provided in order to maximize individual functioning and promote a dignified quality of life that allows the community’s residents to age comfortably in place. Silver Lake Commons includes 75 public housing units, including the following accessible units: eight 1-BR.
- Fairmont Apartments
Fairmont Apartments is a 60-unit, mid-rise rental housing development available to persons age 62 and older. The housing consists of one-bedroom units of approximately 620 square feet. The community is located on Penn Avenue in Garfield, convenient to Pittsburgh’s East Liberty shopping district, and located in close proximity to medical facilities and many other amenities utilized by senior citizens. Fairmont Apartments has been developed in cooperation with Affirmative Investments, Inc. as well as several local community development corporations. Fairmont includes 75 public housing units, including the following accessible units: eight 1-BR. - The Legacy Apartments
HACP continued its revitalization efforts in the Hill District with the construction of our newest mid-rise facility, the Legacy Apartments. The facility, located on the 2l00 block of Wylie Avenue, has provided replacement housing for the residents of the former Louis Mason High Rise. The Legacy has incorporated a design of both 3 and 4 stories based on the split architecture of the building, consisting of approximately 108 new units. Apartments feature amenities such as a fully equipped kitchen, wall-to-wall carpeting, controlled heat and air conditioning, an emergency call system, and 24-hour emergency maintenance.The Legacy includes the following accessible units: four 1-BR, and one 2-BR.
